Dr. Kim Carter-Tillman, founder of the Time for Change Foundation in San Bernardino, has been named KTLA’s Remarkable Woman of the Year for her significant contributions to the community.
Carter-Tillman, who has overcome homelessness, incarceration, and addiction, established the foundation in 2002 to help homeless individuals regain self-sufficiency.
The foundation provides shelter and supportive services, and its Black and Brown Opportunities for Profit Center and Business Academy offers resources to entrepreneurial women of color. Thousands have benefited from the foundation’s programs.
Aimee Durante, who nominated Carter-Tillman for the award, credits her with saving her life 12 years ago. Durante, now a program administrator at the foundation, overcame addiction and abuse with Carter-Tillman’s support.
“She welcomed me with open arms. I’m a completely different person today than I was when I got here,” said Durante. “I probably would be dead.”

Carter-Tillman expressed her gratitude and commitment to helping others, stating, “I’m here today so other women can be there tomorrow.”
The award includes a $1,000 donation to the charity of Carter-Tillman’s choice, which she has directed to her own organization.
Remarkable Women is a Nexstar Media initiative to honor the influence that women have had on public policy, social progress and the quality of life. Dr. Carter-Tillman now joins dozens of regional winners from across the nation who will meet in Hollywood for a ceremony naming Nexstar’s Remarkable Woman of the Year. The national winner receives $25,000 to donate to the charity of her choosing.
